Phil's Strava KOM plan - discrepancy in wko build/description

Phil’s Strava KOM advanced plan, week 3, “Strava segment intervals”: The wko build has 4 sets of 15 mins, while the description says 3 sets. If 4 sets is correct, what is the advice on intensity?
